The process is:
1. Design
2. Implement
3. Test
4. Publish

Right now we're trying to start step 2. If everything works as intended, it
will be published to the wiki (most likely in the form of an edit to the
client configuration page).

Ideally the sector configuration will be published, too, so that other
regions can try it.
