[HamWAN PSDR] VOTE: NetMetal 5 replacement modem for ETiger

I'd still like people to weigh in and be aware of voting though, and our 
constitution still requires it to be announced to mailing lists, despite 
the final vote being held @ a board call.

Ed, I don't have Prime.  If someone else with HamWAN funding + Prime can 
order it from Amazon for Wednesday deployment (next week) I'm cool with 
that.  It needs to be in my hands Tuesday night.

Suggestions like Ed's are a great example of why we should keep folks 
generally exposed to the decision making process that takes place within 
HamWAN.  :)
