[HamWAN PSDR] Extending into EWA via the southern route

Gary,

I have spent quite a bit of time trying to get a HamWAN installation on
Cougar, as other have as well.

The last communication I had with Scott at RatelCo was that nobody was to
install any equipment which connects to HamWAN at their site. If you have
other information, please let me know, since I was willing to help fund the
installation. (and already have equipment in one of the buildings)
