[HamWAN PSDR] CapitolPark <-> QueenAnne link

Wow, Bart.

Let me look back at my ospf ptp configs. I'm no expert, but I recall it was
a process of elimination to find the right settings. Are the ptp neighbors
linking ospf in just one direction?
