[HamWAN PSDR] Network-y stuff.

Requests for network configuration on sites should be sent to
netops at hamwan.org.
Please send:

   - Location where you want to install equipment
   - A description of the equipment
   - Contact information
   - MAC address

There is usually DHCP services in place at HamWAN sites but not always.  We
can either configure a DHCP reservation based on the MAC (effectively a
static address even though your device still uses DHCP) or assign you a
classic static IP address.that you will need to program into your device..
