[HamWAN PSDR] Router

As a general refresher on HamWAN's decision making processes, this 24 
hour period was implemented as a form of not just transparency but also 
feedback to the directors who will be voting.  It's an opportunity for 
members to engage in discussion and sway opinion if desired, and the 
result should be confidence in and transparency of the board's decisions.
