[HamWAN PSDR] New Constitution for HamWAN at last

It has now been 7 days since the constitutional changes were announced 
for voting, which means voting has now concluded.  Vote results:

Yay: 1 (100%)
Nay: 0 (0%)
Total: 1

The new constitution is adopted.  I will update the website shortly.
