[HamWAN PSDR] VOTE: Upgrade failing Baldi - Capitol Peak modem to NetMetal

Since this is a repair/replacement expense we can do this without a full
board vote. I will agree to this cost, and we just need a +1 from one
other board member as per our standing policy.
