[HamWAN PSDR] VOTE: Standing purchase order to keep whole cell site in stock at all times

I’m not yet a voting member (for elections), but will be soon (a few months into contributions), and not on the Board. I would like to offer some discussion for consideration.

 

I agree with Rob, some fundraising appears to be in order. I agree with the concept of stocking the equipment, and I agree with all of the arguments supporting that argument with one exception.  I do not agree with using any available credit to do so. Your line of credit should be held in reserve for true emergencies, and I would argue that stocking “just in case” equipment inventories falls short of that definition.

Thanks Bart.   Looks like we may need to do some more fundraising though unless I’m missing something:

 

Larch Mtn – Paid

Haystack – Paid

Snodem – Paid

Look out Mtn - $3k, unpaid (HamWAN account or other?)

Buck Mtn - $2k – part covered by Kenny, other part by ?

Blyn Mtn – $3k – unpaid

Gold repair - $100 – unpaid

 

Total - $6-7k, not counting spare proposal

                $10k, counting spare proposal

 

Let me know if I’m missing anything.  Not saying yay or nay yet, just want to have the full picture before I leap.  Having the spare set would definitely help in a number of ways.

Looks like we have $1786 liquid, with $4k of credit available.  Since this is a standing spend approval, our finances will vary throughout the years as we try to maintain stock.  Here's the site work review for summer 2018:

1) The Larch Mtn deploy is paid for and mostly completed.
2) The Haystack Mtn deploy is paid for, and will be completed July 7th.
3) The SnoDEM repair + upgrade work was paid by SnoDEM, and we have another day left in executing that.
4) The Lookout Mtn deploy will hopefully happen end of next week, and that should run about $3k.
5) We have potential deploy costs with Buck Mtn, which I'd estimate at $2k.  Kenny's covering part of that out of pocket.  Thanks Kenny!
6) We have potential deploy costs with Blyn Mtn, which I'd estimate at $3k, sight unseen.
7) We have repair work @ Gold Mtn (S3 dead) which I'd estimate at $100.  The DC power system and rack upgrade there is already paid for, but not installed yet.

If we're really lucky, we'll get to execute all these goals this summer.  Having a site of inventory will help us schedule all that work too.

This is a vote for a standing purchase approval to keep a whole cell 
site in stock at all times for low-latency HamWAN deployment + repair 
work.  We have quite often been affected by supply chain availability 
problems, and they cause difficulty with scheduling and deployment 
success.  We've also had to pay premium prices for orders from less 
preferred vendors, or to cover rapid shipping, using our legacy 
just-in-time ordering approach.  Keeping a whole site in stock at all 
times as a standing policy ought to eliminate these problems and allow 
us to respond rapidly to opportunities and emergencies.
 
A full site should cost about $3500, and the exact BoM will evolve with 
our standards over time.
