[HamWAN PSDR] EOCs on HamWAN

In December 2018, Clark County ARES/RACES submitted a grant funding 
request to build out a HamWAN system to connect County, City, and Tribal 
EOCs in the Portland UASI counties.  We've been told we have a very good 
chance of actually receiving funding.

Below is a list of the EOCs with address, lat/long, and elevation (at 
ground level).
