At first glance, quite a bit of your needs can be covered by the Larch Mtn site.  I need to look back through my emails but you do have an Oregon HamWAN group starting up down there that may have sites they are looking at that will fill in the rest.

In December 2018, Clark County ARES/RACES submitted a grant funding

request to build out a HamWAN system to connect County, City, and Tribal

EOCs in the Portland UASI counties.  We've been told we have a very good

chance of actually receiving funding.
