[HamWAN PSDR] VOTE: Gold Mtn uplink dish

Can anyone cite the law here?  I heard Cory mention this, but didn't 
read the actual law.  I'm curious what the meeting attendance 
requirements are.  Do you need > 50% of board to be present, 100%, or 
some other number?

I designed the decision making process so it wouldn't require everyone 
to be present.  Perhaps we need to change the constitution to endow 
board members with officer rights and turn spending decisions into 
non-board business.
